Brain Gain: One of the solution to Global Warming

One of the main solution to global warming is spreading people from Metropolis to the provinces. I heard this from the program @ur serbis on NBN-4 while interviewing one of the advocates on Global Warming.

Another problem being faced by the Philippines is what we called the "brain drain".
Brain drain as far as my understanding is this:

We drain the Phillippines, our country, from knowledge when Filipinos are migrating into other countries.

In a small scale, this is also true with our own provinces. We drain our provinces from knowledge when we migrate into the metropolis. Actually, this is my experience since I've been almost 15 years here in Metro Manila.

But what can I do or what can we do? I think we can use the knowledge, expertise and
entrepreneurial spirit that we gained from leaving and bring it back into our provices. To create jobs, to inpire people and to help the Metropolis from being clogged.

I heard this word 2-3 years ago from Jessica Soho's show Hot Seat, the word is "brain gain". Brain gain as far as my interpretation are the expertise that we gain from leaving our place. Bringing it back to our own provinces might be the solution.
